  1. Howard Berger

    Howard Berger joined the Planning Department in 1988. During his tenure, he has participated in all aspects of preservation, including research and documentation, regulatory and tax credit review, and publication of the 2010 Historic Sites and Districts Plan. He graduated from Hamilton College (B.A. in Government) and has completed graduate work in historic preservation at George Washington University. He has been active in numerous non-profit preservation organizations, most notably the DC Preservation League.

  2. Robert Krause

    Dr. Robert Krause joined M-NCPPC in December 2013, and has participated in research and documentation, regulatory and permit review, public outreach, and implementation of the 2010 Historic Sites and Districts Plan. He is a graduate of the University of Mississippi (B.A. in United States History, and Ph.D. in United States History) and Oklahoma State University (M.A. in United States and Public History). His expertise includes vernacular, urban, and residential preservation, and museum curatorship.

  3. Jennifer Stabler

    Jennifer Stabler is a graduate of the University of Maryland, College Park (B.A. Anthropology, M.A.A. Anthropology, Ph.D. American Studies), with a concentration in historical archeology and cultural landscapes. She has participated in cultural resource management projects across the United States and has archeological work experience in Israel and Italy. Ms. Stabler joined M-NCPPC in 2006 and is responsible for reviewing all subdivision applications for impacts on archeological resources. She is also conducting a comprehensive survey of local historic cemeteries.

  4. Daniel Tana

    Daniel Tana is a graduate of the University of Maryland, College Park (B.A. Art History and Archeology, Master of Historic Preservation) and Prince George's County native. He joined the Planning Department in June 2017 and is responsible for managing the County Historic Property Grant Program and Historic Preservation Easement Program.

  5. Thomas Gross

    Thomas Gross joined the Planning Department’s Historic Preservation Section in March 2017. Tom served as a Summer Intern and a Graduate Assistant Intern in the section while obtaining both a Master’s degree in Historic Preservation and a Master’s degree in Community Planning from the University of Maryland, College Park. Tom has an undergraduate degree in Government from the College of William and Mary. Tom’s responsibilities include the survey and documentation of historic resources, the review of Historic Are Work Permits (HAWPs) and Preservation Tax Credit applications and development referrals affecting historic resources. Tom will also be working on the development of program guidelines and policies for an anticipated Non-Capital Grant Program, expected to be available by late 2017.

  6. Tyler Smith

    Tyler Smith joined the Planning Department’s Historic Preservation Section in April 2017. Tyler served as a Graduate Assistant Intern while completing his Master’s degree in Historic Preservation at the University of Maryland, College Park. Tyler has an undergraduate degree in History and Studio Art from Warren Wilson College (North Carolina). Tyler is responsible for historic resources inventory and database management for the section as well as permit and development referral review, Board of Appeals application review, easement property inspections, and administrative support to the Historic Preservation Commission.

Duties & Responsibilities


Historic preservation staff provide support to the Historic Preservation Commission through the review of historic area work permits, preservation tax credits, the preparation of architectural surveys, historic district studies, and preservation outreach.

Staff also provide advice to historic property owners on property maintenance and preservation. The section produces historic preservation plans and publications on community history and development, architecture and architectural history, and design guidelines. The Historic Preservation Section maintains a resource library that has files on all documented properties.
